Is this free?

Yes. The generator is free and there is no limit on how many themes you make. No signup, no payment, no upsell attached. Mira the bot is a separate paid product, but this page asks you for neither money nor an account.

Do I need a Telegram account to use this?

Not to make a theme. The colors and the files are handled by the page itself, so you can build and download a theme without ever opening Telegram. You need Telegram installed and signed in only to put the file on your device.

Will this work with my existing chat wallpaper?

Partly. A theme carries a plain background color. If you have set your own wallpaper picture, Telegram keeps showing that picture, and only the bubbles, text, and links change. To see the exact background color you picked, reset the wallpaper in Telegram's chat settings first.

How is this different from a public t.me/addtheme link?

Here you get a personal theme file for your own device. A t.me/addtheme link points at a cloud theme published through Telegram's own theme editor, which is a separate step you do inside Telegram. If you want a public link other people can tap, start from Telegram's own documentation at core.telegram.org/themes.

Is anything I type here uploaded?

No. The colors are turned into a theme file by code running in your browser, and the file is saved straight to your device. Nothing is sent to a server. The share link keeps the colors after the # sign, and browsers never send that part of an address to a server either.
